Mr. Stowe is a Consultant at BAI. He received a Bachelor of Science Degree in Electrical Engineering from Kansas State University, and is a Professional Engineer registered in Missouri.

Prior to joining BAI in 2007, Mr. Stowe spent 14 years in utility regulation employed as a Regulatory Engineer with the Kansas Corporation Commission, the Missouri Public Service Commission and, most recently, as a Senior Regulatory Analyst with Aquila, Inc.

His recent experience has focused primarily on cost of service, minimum system and zero intercept determination, customer impact analysis, and rate design. He has testified before the regulatory commissions of Colorado, Florida, Illinois, Kansas, Missouri, and Michigan.
